The easiest way to make one would be to make one out of a soda bottle.
step 1. Drink and wash out a 6 ounce soda bottle.
step 2. Find a cork( wood, or rubber) that fits in the opening in the bottle, and glue a plastic cylinder, (or roll a sheet of paper into one) to the small end of the cork.
step 3. fill bottle 2/3 of the way with vinegar.
step 4. fill cylinder completely with baking soda
step 5. being very careful, with the bottle and cork horizontally, squeeze cork into the bottle.
step 6. turn bottle and cork upside down, releasing the baking soda into the vinegar.
step 7. throw rocket, cork side last, like a football
